Hugo-Nominated Fiction: 2004

The Constitution of the WSFS says:

"Hugo Awards are given for work in the field of science fiction or fantasy appearing for the first time during the previous calendar year."

"Each member of either the administering or the immediately preceding Worldcon ... shall be allowed to make up to five (5) equally weighted nominations in every category."

"Final Award voting shall be by balloting [of this year's members only] in advance of the Worldcon ... Voters shall indicate the order of their preference for the nominees in each category."
